BAGI Reports 4% Year-Over-Year Decrease in February New Home Construction Permits

INDIANAPOLIS (March 25, 2025) — The Builders Association of Greater Indianapolis (BAGI) reports a 4% year-over-year decline in new home construction permits for February 2025, reflecting broader market conditions influenced by economic uncertainty, interest rate stagnation, and shifting consumer confidence.

According to the latest data, 662 permits were issued across Central Indiana last month, compared to 693 in February 2024. While the decline is modest, it signals a lagging effect of home sales activity from late 2024, when economic uncertainty surrounding the election and the Federal Reserve’s stance on interest rates weighed on builder confidence and consumer decision-making.

“Builders are adapting to a market influenced by changing economic conditions and policy developments,” said Chris Hancock, CEO of BAGI. “The 4% dip in permits indicates some caution, yet Central Indiana continues to be a strong and appealing destination for homebuyers. As builders respond to shifting buyer preferences, they are also keeping a close eye on key factors like financing costs, supply chain reliability, and regulatory changes that could affect housing affordability and availability.”

The Federal Reserve’s delay in interest rate cuts, coupled with inflation concerns and policy uncertainty, has contributed to a cautious approach from both builders and buyers. However, despite these headwinds, demand for quality housing in Central Indiana remains steady. Industry experts anticipate that clarity on future economic policies, particularly regarding tariffs, labor availability, and inflation trends, will help shape builder sentiment in the months ahead.
