INDIANAPOLIS (November 24, 2025) — The Builders Association of Greater Indianapolis (BAGI) reports that single-family building permit activity across Central Indiana remained stable through October, with total permits year-to-date nearly matching 2024 levels. The region recorded 8,708 permits through October 2025, compared to 8,729 during the same period last year — a marginal change year-over-year, indicating sustained buyer interest and steady demand as monthly activity softened heading into winter.
Through October, Central Indiana posted 8,708 permits, just below the 8,729 recorded at this point in 2024 – a slight dip that is consistent with similar nationwide trends. The difference is modest and suggests that affordability challenges, rate uncertainty, and seasonal factors weigh on buyer activity. October’s cumulative totals closely mirror September’s trajectory, indicating that the market is entering winter with a measured, more conservative pace of production.
“Central Indiana’s housing market continues to demonstrate remarkable balance,” said Chris Hancock, CEO of BAGI. “Our builders are navigating economic uncertainty with discipline – carefully managing inventory, responding to local demand, and positioning the market for a stable start to 2026.”
October’s data comes as national indicators show a more cautious landscape. According to the National Association of Home Builders (NAHB), single-family permits and housing starts weakened in recent national reports as builders across the U.S. pulled back amid continued high financing costs, slower buyer traffic, and broader macroeconomic uncertainty. This trend is expected to extend into early winter as the market recalibrates.
“Compared to the national slowdown, Central Indiana’s marginal stability stands out,” Hancock added. “Our population growth, relative low cost of living, and scarcity of land have contributed to residual demand.”
